In this documentary it can be seen that the lowest level is indeed flooded and that a sarcophagus is situated just below the water surface. Also in this documentary it can be seen that a research team has opened the the lid and that they are suspending it in the air with some contraption.
I'm not sure anymore what they have found inside the sarcophagus, but I can remember i was thinking something along the lines of "hmm.. well, not THAT interesting on 1st glance..".
So whatever this guide or inspector told you about the opening of the lid is simply false.

The reason they (Egypt) wont let anyone do research on the labyrinth is because it would do a lot of damage to the surroundings and the fact that a little river is running through the site isn't helping either.

Just a meter or 2 below the sand one should be able to find remains of roman housing and buildings and below that there are even more structures which have been tentatively identified as rooms and othere hollow spaces.
